Standardize charges directly reduce costs, optimize services and promote quality improvement and efficiency increase


Since June 1 this year, Hubei Province has started to implement a differential toll collection pilot for expressways, and has introduced a number of measures such as extending the preferential time for passenger and freight car tolls and increasing the preferential rate for two expressways, thus reducing logistics costs by 600 million yuan per year for enterprises. In fact, since August 2017, the Ministry of Transport has organized four provinces such as Shanxi, Zhejiang, Henan and Hunan to carry out this pilot project, and to carry out differentiated charging according to the methods of " time division, road section division, region division and vehicle type division". As of March this year, a total of about 1 billion yuan had been paid for preferential vehicle tolls for all sectors of the community.

The differential toll collection on expressways is a microcosm of the transportation system to reduce logistics costs. In recent years, the Ministry of Transport has promoted the effective reduction of logistics costs through a series of measures such as standardizing charges and simplifying administration and decentralization.

Cleaning up, reducing and standardizing the charges related to enterprises will directly reduce logistics costs for enterprises.

In February this year, three new port enterprises in China, such as Dalian, Guangzhou and Shenzhen, lowered their port operation lump sum fees, saving about 960 million yuan per year for import and export enterprises. In recent years, China has simplified the central pricing of port charges and standardized the port operation and service charges independently priced by the market. At the same time, a series of administrative fees, such as visa fees, port fees and ship registration fees, have also been abolished.

In the field of road transport, four western provinces such as Inner Mongolia, Gansu, Qinghai and Ningxia cancelled the government's second-class road toll before May 1, 2017. At the same time, all localities have strictly implemented the policy of reducing and exempting high-speed highway tolls for fresh agricultural products, opening up convenient channels for the transportation of agricultural products.

Simplify administration and delegate power, and greatly reduce institutional transaction costs.

On January 1 this year, the national highway toll value-added tax electronic invoice issuance platform was officially launched. Through this platform, taxpayers can directly obtain invoices through the Internet platform and use electronic invoices to deduct taxes. However, freight vehicles no longer need to ask for invoices on the road, thus improving the efficiency of road traffic. As of June 24, the total registered users of the invoice service platform reached 1.67 million, 3.5 million cards tied, 5839 million electronic toll invoices issued, and the deductible tax amount reached 300 million yuan, greatly facilitating taxpayers to obtain invoices and realize tax deduction.

In order to provide a good business environment for transportation enterprises, China has introduced a series of measures in recent years, such as annual consolidation of freight vehicles, inter-provincial networking and parallel approval of large-scale transportation. At the end of September last year, the parallel licensing system for trans-provincial large-scale transportation was put into operation online. As of August 8 this year, there were 3854 large transportation enterprises registered on the system, and 5230 licenses had been completed.

Optimize services and promote logistics quality improvement and efficiency increase.

In recent years, China has made great efforts to develop multi-modal transportation, giving full play to the comparative advantages of different modes of transportation, encouraging the innovative development of non-vehicle transportation logistics, and effectively improving the efficiency of transportation organization. From January to April this year, China's container molten iron transport volume reached 135.72 million TEUs, up 32.8 % year on year. At the same time, the Ministry of Transport also accelerated the construction of public information platform for transport logistics and supported the development of a number of " internet plus" platform-based logistics enterprises.
